La France a aussi sa politique intérieure et Paul Reynaud n'a pas plus l'esprit suicidaire que FDR. La France OTL s'est accommodée d'une base américaine pour la durée de la guerre en Nouvelle-Calédonie, lointaine possession insulaire, parce qu'elle n'avait pas les moyens de la défendre et qu'il y avait un risque réel que les Japonais s'en emparent. Martinique et Guadeloupe sont des départements français de plein droit, des parties du sol national, et une cession aux Américains serait très mal acceptée. Un bail de 99 ans, n'en parlons pas. D'ailleurs, on voit mal quelle nécessité stratégique justifierait cette base, puisque la France FTL a sa propre flotte et que les sous-marins allemands sont beaucoup moins gênants qu'en OTL.

Une base américaine dans les colonies belges? Où ça, exactement? Le Congo belge n'a même pas un port convenable, et son trafic maritime passe par le Congo français. A moins qu'un cuirassé allemand ne remonte le fleuve, comme dans "African Queen" 8) , je vois encore plus mal la nécessité stratégique.

Des concessions minières américaines au Congo belge, en échange d'une aide humanitaire américaine à la population belge occupée (comme la mission Hoover en 14-18 ), ce serait plus abordable. Mais je laisse les membres belges de l'équipe en discuter.

La charte de l'Atlantique, 12 août 1941 FTL, n'interdit pas aux États-Unis de "protéger " l'Érythrée. D'ailleurs, en OTL, celle-ci sera attribuée à l'Éthiopie sans tenir compte des droits italiens.

La Martinique et la Guadeloupe ne seront des départements français qu'après la guerre.

Par contre, un bail dans les ports et aéroports est possible mais je maintient que dans sa situation la France ne va certainement pas brader ses base juste pour les beaux yeux des Yankee. Il va falloir des compensations pour satisfaire les français.

Même pour la Belgique ce genre d'arrangement serait inacceptable même super endetté, surtout aprés être chassé de la métropole de telles exigence serait vue comme une trahison.

Inenvisageable! Même au fond du trou, aucun gouvernement sain d'esprit n'accepterait d'acceder à des revendications de ce genre. C'est la meilleure manière de finir assassinné ou renversé par un coup d'état. Quand à des USA qui se risquerait à ce genres de méthodes, ils risqueraient de vite avoir un problème de pénurie d'alliés fiables. Sans compter les opportunités d'action politico-diplomatique pour Staline.

PS. Si les démocraties ne donnent pas dans ce genre de méthodes, par contres c'est bien dans le style de Staline ou d'Hitler.

Apparemment, la proposition "Destroyers contre bases" a contre elle l'unanimité des membres français et belges.

Les Britanniques ont peut-être l'esprit plus pragmatique, ou bien une situation plus solide. Il y a un bout de dialogue connu entre Churchill et de Gaulle OTL qui résume bien les positions. Churchill conseille à de Gaulle d'être plus conciliant envers les Américains, et le général répond en substance: "Vous pouvez faire des concessions, vous avez une industrie, un empire prospère, vous êtes sûr de vous relever. Moi, si je commence à m'incliner, je ne suis plus rien."

J'aime bien ces discussions qui donnent une petite idée des querelles interalliées FTL. J'espère qu'on verra une belle grande engueulade d'ici à la conférence de Téhéran Enguele

C'est sure les Brittaniques on toujours le contrôle de leurs territoire nationale les pays allies occupés ne peuvent se permettre la moindre concession. D'autant plus que de tell exigences ferrai du bruit au USA surtout si la cause alliée est populaire.

A vraid dire, je ne crois pas que les relations entre Belges et Américains à propos du Congo diffèrent beaucoup d'OTL. Des investissements massifs dans l'industrie minière et les infrastructures de transport pour soutenir l'effort de guerre. Un "win-win" qui rend tout le monde heureux. L'intérêt d'une base américiaine à Boma ou Matadi me semble assez théorique...

I am very surprised at the strength of reactions in the posts above.

Please ask yourself some questions about OTL:

"Why did the USA deliberately and by set, approved government policy do the following.
1. Asset strip the British Empire from 1939 to 1945.
2. Force the British to hand over all of their core military infrastructure from the Caribbean and South America. (It has to be understood that the core of this infrastructure was British ownership of South American and trans-Atlantic telecommunications systems and cables).
3. Deliberately offer political support to anti-Imperial political forces in the UK, India and Dominions.
4. Deliberately increase their existing policy (in action since the early 1920s) to break Canada away from the Empire by economic integration into the USA.
5. Force on to the British government the full outcomes of their economic and logistics dependency on the USA during the meetings in 1943.
6. Force the British to subordinate their military strategy for the conquest of Europe to the USA in 1944."

Why on earth should they treat France differently in FTL or APOD?

Can any valids reasons for this be given, please? (I may be missing something important.)

The Americans DID treat their Allies as described in OTL. It's a matter of historical record.

Great Power grand strategy is a ruthless game. By its standards, the USA was being quite moderate. Look at the way the USSR treated its Allies in WWII and after if you doubt this. Look at the way the Chinese treat their Allies now.

The great general of the Silla, An Sung, noted this after T'ang armies helped the Silla to overthrow the Paekche. It's why the Silla turned on the T'ang after Taedong. They knew then, as they know now, that China is much less domineering and demanding of a possible enemy, than of a 'helpless friend'.

In FTL and APOD, the strategic drivers are clear. The British Empire is no longer a 'helpless friend' of the USA - but how is France not?

So, again, what is different about France in FTL/APOD that it will not be treated as the British were historically?

And if the French are to be treated differently in FTL from how the UK was treated in OTL, what excuse is there for not also treating the British non-historically as well?

The intent of all of this has been clearly charted by Imperial scholars since Donald Mackenzie Schurman started looking at this decades ago: the USA was following a deliberate policy of destroying the European Empires.

It culminated in 1956 at Suez, when the British and French Empires were deliberately, openly and internationally humiliated by Washington.

I will not speak for the French response, but the British response was absolutely devastating to Washington, which had miscalculated disastrously. What Washington apparently wanted was a subordinate and much weakened British Empire sharing the burdens of global maritime power. What the British did was to walk away from their Empire completely and withdraw east of Suez, and hand the entire global maritime power issue to Washington, with all its associated costs. That's why you find the USA taking over 'colonial wars' like Vietnam in the 1960s.

Now, how you manage all of this in FTL is not my concern. I would only say that if you plan to publish in English and sell into the US market for your alternative history, that you may with to consider this.

Whitout it's empire France and others europeen allied can't continue the war it's not in the interest of the USA to destroy european empire. And the USA aren't as strong politicaly as in OTL.

sur ce coup, je trouve que vous peignez un peu la girafe...

concernant les bases et leurs acces, on a le precedent de noumea, c'est sans doute ce qui sera fait aux antilles

concernant le paiement, le bail/location /loyer, je pense qu'il n'y a pas de probleme, à charge pour les US de faire les amenagements, qui seront +/- remboursés apres guerre en fonction du depart ou non des US

pour la durée : toute la guerre, negociation pour en continuer l'utilisation apres guerre

la MN sera trop heureuse de laisser la protection de l'outre mer aux US pour pouvoir rapatrier des unités en mediterannée-atlantique, elle ne laissera là bas qu'une presence symbolique

enfin il ne faut pas oublier qu'une des grosses carottes qui a motivé les USA pour aider les europeens est les promesses d'acces aux marchés imperiaux pour l'apres guerre. promesses qui peuvent huiler pas mal de negociations.

bref, je ne vois pas pour quoi quand il n'y a pas eu de problemes OTL, il y en aurait ftl, les US auront des bases un peu partout chez les alliés et ils en rendront 90%+ apres guerre, pour les autres bases, ils paieront un loyer sous une forme ou sous une autre

Xgentis, the Roosevelt administration and their government knew that. They knew they were greatly weakening the British. They went ahead anyway.

It is now thought (at least among the Shurman school of Imperial Studies) that the USA over estimated the real power of the Empire, and under estimated the damage done by 1914-1918, then the global maritime trade depression 1921-1939.

The difficulty lies in working out exactly what the Americans were trying to achieve.

A current theory is that Washington wanted to cripple the British Empire, and bring it to heel as a 'Dominion' of the American Empire, as the Indian Empire was a sub-Empire within the British Empire.

But they just did not understand that the Second British Empire was nothing like the other European Empires. It was voluntary association within a defined economic space, and it lived by voluntrry association and trade, not by garrison and exploitation.

They miscalculated badly, and they wrecked it.

What they got instead was inheritance. Canada became a Dominion of the American Empire by 1945, Australia and New Zealand became Dominions of the American Empire by 1960, and the UK itself became a Dominion of the American Empire by 1970. India chose its own path, and it has turned out to be the best thing they could have done. Indian democracy is, in my view, the crowning achievement of the Second British Empire.

Privately, I refer to this as 'The Third British Empire'. It is looser than the Second Empire, and it desperately needs to invite India inside.

Note that this suits Australia very well indeed.
Strategically and economically, we have to be a Dominion of the Empire of the global maritime power. This is what makes criminally incompetent US administrations like that of Kennedy, Johnston, Carter and Obama so dangerous for us. If either of these incompetents had succeeded (or succeeds in future) in wrecking the US economy by forcing it down the catastrophic economic path Europe has followed, then the survival of my country in the long term is in danger.

The British and Amercians were and remain Imperial partners in an advanced Empire. The Chinese - the rising Imperial Power in our neighbourhood, are old-fashioned Imperial Masters. Tibet and their developing colonial development in Africa are how they run their Empire. That leaves India, the second rising Imperial regional power.

Yet, all that is occurring here where we live is the ancient Asian structure restoring itself. Two big, powerful Asian civilisations are regaining their ancient primacy. And, like all the other small Asian powers, we will be forced to choose to align with either the Indian or Chinese Empires. This is not a good choice. We will only be forced to it if the American Empire is wrecked by some idiot like the four fools mentioned above ruining their economy by adopting the proven failures of the post-war European welfare state.

If that nightmare scenario was to really happen, the European situation will be much worse than ours. We are an island continent, and very remote. Even a simple response like developing a powerful nuclear arsenal would be a major strategic benefit for us in such a terrible world.

But Europe is much more exposed than we are in such a world. The very first thing that will occur after a 'Europe-isation' of the USA is a withdrawal of the military protection the USA has given Europe since 1945. Add that to the ongoing demographic collapse of the native European populations, the poor ability of most European nations to assimilate immigrants (even before the incomprehensible foolishness of multi-culturalism was invented) and the bizarre belief of some that European culture and civilisation is not superior to nearly all others in the world, and Europe would be in trouble worse than it already is.

We live in a dangerous world, and it is becoming more so.

I actually miss the easy certainties of the Cold War!

C'est pourquoi les choses sont différentes en FTL. L'empire britannique sortira de la guerre moins affaibli qu'historiquement et l'empire français en sortira renforcé. Sa partie européenne est aussi ruinée qu'historiquement, mais la partie coloniale est beaucoup plus forte ( et continuera à se renforcer) grace au développement issu de la guerre. Les européens sont plus unis politiquement et économiquement (et peut être militairement), et si les USA deviennent de manière évidente la puissance dominante en occident, leur domination sera moins marqué qu'OTL.
Il y a dans la FTL un passage qui se passe en 1941 et qui est révélateur de la situation. C'est une réunion du gouvernement britannique autour de la question des ports et de leur activité. On y parle de la stratégie américaine visant à ruiner la Grande-Bretagne (et aussi la france) afin d'installer l'hégémonie US après guerre et des mesures à mettre en oeuvre (en coordination avec les français) pour limiter les dégats et sauver l'essentiel des intérets britanniques. Une attitude telle que celle décrite par Mark ne peut qu'echouer à terme en FTL car dès 1941 les francos-britanniques (et les autres européens) sont conscients de la situation et commencent à prendre des mesures pour y remedier.

Caverne, ce passage est de la plume de Mark, j'ai eu du mal à le traduire (beaucoup de termes techniques). Nous l'avons discuté avec Fantasque, nous avons conclu qu'il était pertinent et nous l'avons intégré.

MARK - First, thank you for showing us a point of view very different of what we hear usually on this side of the world. I don't mean I agree with everything you wrote (I don't think Obama's policy is destroying USA, and I think Bush Jr was much more destructive), but it is useful to know your way of thinking.

YES, the Americans mistreat their allies, and we know that in France - why do you think De Gaulle expelled them from their french bases in the 60' ? (But may be we have to recall this episode to the youngest of our french readers)

Just a few days ago, we could see on the french TV FR 3 (state owned TV) a german movie inspired by an italian novel (Commissaire Brunetti, by Donna Leon) showing how, TODAY, American forces in an american base in Italy act just as if they were in the USA. Oh, no - worse : because they don't mind the life and health of the people around the base.

BUT there is a difference between the British situation OTL and the french situation FTL. FTL France is much brittler than OTL Britain. If the US want to strip France of her empire, France will just disappear as an organised power and an efficient ally. And if they don't understand this, the Brits will do, and will explain it to Uncle Sam.
Of course, the US can - and will - try to weaken France's post-war situation, fo example in helping independantist movements, helping Tunisia's Bey or Morocco's Sultan, and so on. They will demand political gestures promising home rule or even more to the colonies, promising independance to the protectorates, and so on.
But some parts of the French Empire will have to stay untouched (but for temporary basing rights) : most noticeably, Algeria and West Indies.

BTW, american pressures explain why the french Govt will HAVE to strengthen its relations with Soviet Union, including entrance of some members of the french Communist Party in the government. It will give the French a tool to negociate with the US !

A last note : till the end of August, Fantasque, Loïc and I will be connected only intermittently, thanks to the Summer Holidays.
I think Fantasque will like to participate in this debate, but only when he'll be able to !

J'ai déjà signalé plusieurs fois l'anticolonialisme de Roosevelt, mais Mark va plus loi que moi, et, à mon avis, un peu trop loin, en lui attribuant déjà pendant la guerre un plan de démantèlement systématique des empires coloniaux. On est en pleine théorie du complot. Les Américains pendant la guerre ont toujours affiché leur attachement à l'intégrité des territoires alliés, et ils ne vont pas risquer une brouille durable pour quelques bases d'utilité douteuse.
